Water drains back from pressure holding tank when pump stops

That sounds like the "foot valve" at the bottom of the well is not holding. Or you could have a crack in the lines in the well.

If the pump is in the well, then it is likely a leaking checkvalve. If the pump is above ground, then it is a leaking footvalve.
