Are you certain the property hasn't already been sold at a tax sale if you are 3 years in arrears?
I'm curious why you think you need a copy of the deed, but you should be able to get one at the recorder's office (the clerk of court in most states).
Who do the tax rolls (at your local tax assessor's office, and often available online) show as the owner of the property?
Is title in your late grandmother's name? Was her estate probated, and if so did you inherit the property? If not, it could be that someone else should inherit it.
You do not own the property merely by paying the taxes.
At three years late, it is very likely, that the property was sold for taxes.
Also the original deed is filed and at the court house. The reorder of deeds or in some states the Probate Judge keeps records of the property deeds.
At the death, if there was no will, the house needed to be probated by the family and the heir would have the house. The house would have gone to her children if alive. If no children alive, normally it goes to all the grandchildren.
