Circuit breaker was fried, some outlets arnt working and are reading 240vs between neutral and earth, I changed it over but are still reading the same

Is this a dwelling or commercial location? What kind of meter did you use?

Where are you located (country)?

If you are here in the U.S. then you may have lost the shared Neutral.
