I have a very old home which was actually built in two parts. The front has a small dirt basement in which the plumbing lines are located. The back half is slab and they buried the lines in the concrete. Every single line has issues. I want to completely abandon the current lines and lay all new plumbing on top of the concrete. I have room to raise the floor, and I will be moving the bathroom to a different area, plus moving the hotwater heater into the new facility. Can this be done?

Absolutely, but don't have the pipes directly contact the concrete. Install hangers, or install pipe insulation around the pipes, or something like that and you should be all set for a good long time!

Leaking pipes buried in concrete is a common problem. We do lots of re-pipes re-routing pipes from under concrete. Yes, as stated above, you can run your new pipes on top of concrete. They sell all kinds of brackets and channels to lay onto and to attach to to keep them elevated above concrete slab. Go to any supply house, that caters to professionals, and they will have them readily available. Advice: insulate both hot and cold water pipes in the new floor to prevent condensation.
