I change starter and lawnmower just click , what could be wrong?

What was the reason you changed the starter? Could be a bad engine(frozen). Can you manually turn it over? Bad or low battery. Does this engine have a solenoid? Make sure starter is full seated into the bell housing. Make sure it is the right starter.
