I am living in a brand new constructed building. I have noticed these bugs (Flat bugs) are emerging from the wood framing (hundreds of them), especially when it gets warm. What is causing this to happen?

By "flat" do you mean they are wider than they are tall?

Secondly, are there any holes left in the boards or are they emerging from between timbers?

Thirdly, is any of the wood discolored?

The most likely answer to your question is that some of the framing boards were infested with powderpost beetles. Bark beetles is another possibility. My questions are to help determine which species.

They are Aradidae bugs. They are in every room along the baseboard under the carpet. They are even emerging from in my closet and along the baseboard in my kitchen. Here is a link to pictures of the actual bugs. https://www.google.com/search?q=arad...TxWHEfBRF6M%3A

They are not Powderpost Beetles. I just looked them up, saw a picture of them and that is not them.

Going by your link, I would guess the sheathing boards were left in the open during egg laying season. Hopefully this is a one time occurrence, with them having no chance to lay another generation.

It has been 3 years this summer and they are still emerging. They have damaged the wood framing and the carpet. I don't know what else to do. They create a lot of fine dust from the wood framing.

Get some photos and some samples. Take them to the closest entomologist. In the U.S. that would be the County Extension office of the USDA. Otherwise, a University Biology Department. This sounds like you need some on site evaluations.
