Pump will fill water tank until it reaches 28 pounds then quits filling even though it is still running. Since the pressure doesn't go any higher, pump will not turn off. Is my tank bad?

The problem is with the pump. It cannot seem to pump beyond 28 psi, so it cannot get to the cut off pressure for the switch.

Is your pump in the well or above ground?
