I moved into new place with dishwasher space but my dishwasher isn't filling with water when I turned cold water valve under sink that just seemed to slow the pressure on the cold tape but still won't fill dishwasher what am I missing?

Dishwashers connect to a HOT water pipe and should have an individual shutoff under the sink or below the dishwasher itself or in the basement if you have one. Chase the dishwasher water pipe back to the correct shutoff and open that...

As Mark noted. Make sure you have HOT water to the DW. Are you sure you have power to the DW? Pushed a cycle and Start button? Make sure the fill float isn't stuck in the UP or OFF position.
