My brother just received notice for a warrant for his arrest from the Florida Hillsborouh county for failure to appear for child support hearing.

It's a purge order for $1000, If he pays this amount, would his arrest be lifted and how long?

Yes, in Florida "purge" means the an amount necessary to make up for what is deemed contempt of court in a child support matter. However, unless he fully catches up with his child support, and keeps caught up, expect this to happen again shortly.
