The tank fills quickly and everything in it works correctly. The bowl just fills very slowly and will not flush

Remove tank top. Flush toilet and watch action. Make sure that the fill tube (that little black tube from the fill valve to the overflow pipe) is pointed into the overflow pipe. If water backs up in overflow pipe, replace flapper.
