I'm look to find out if there is a Doris Quansah, who lives in Ghana, West Africa, and if so has she ever been charged for dating scams?

Ok, first no one is ever arrested, no one is ever charged with a dating scam in Ghana. The police may even be helping with the scams or at least on the payroll of some of the larger groups. The people doing this are rich men, who run businesses. They will have 100 or more people working 3 shifts a day. The "Doris" you talk to on email may be 4 or 5 different people merely using an ID.

They have professional equipment to photo shop ID, passports and more.

Next, often they will use the name, a common name that may be dozens of people in Ghana, That is like asking, was Mike Brown, ever arrested in New York.

If they are asking for money, normally it is a scam.
There are many levels of scams, some dating, others merely entertainment, there is always the old gold or inheritance scam.

Normally they will ask for about 3 times what is needed for a passport and visa, Then they will ask for travel allowance money ( that is not needed) maybe money for a health check, then most likely, you do not hear from them about two weeks after giving all the money. A "friend" may message ,they were robbed on way to airport. Or hurt in traffic accident. And guess what, need more money again.
