Reasons can vary from they don't approve of the person he wants to live with, or the locale if high crime, or they can't be bothered to do extra paperwork to change probation offices, or they want him in the area because his PO knows him now and can steer him towards jobs, if that's part of the release program. They don't have to tell him why. Generally you don't ask for special requests until you have been out for several months.

His attorney, prior to release, can make a motion with the judge, to have the probation moved.

He can also, after he is released, make a written application with the PO department.

If people he got into trouble with, live there, he may want him away from them. (common)

Fi you were involved in any way in reason he is in jail, he can keep him away from you.
