I got my Ph.D. from USA in 2011. I was issued an Employment Authorization Card for one year (01/01/2012 - 31/12/2012) based on post-completion OPT. Unfortunately, I turned down all job offers and returned back home for personal reasons, so never used the EAD. Now, I am thinking of returning back to the states to study for a university professional program for 9 months to 1 year duration. This program is not on the master or Ph.D. level. Am I entitled to another OPT after completing the program?
