I have BSOD so the computer was going through factory settings it stops at windows install. I try safe mode but you just get there and It drops back to the setting up for first use how can I access my computer??

Reboot and start over with the factory restore.

Did it happen to tell you why you had gotten a BSOD? It may be that your hard drive is having problems and it may be time to repair / replace before anything else can be done.
