CARB, is the State agency in California that sets rules on clean air.

So the ones that are compliant to their standards meet the requirements to be sold or used in that state.

CARB California Air Resources Board. Any fuel powered device sold in CA must be CARB certified.

CARB. Self explanatory. Object was submitted to CA CARB and approved for use in CA. Has to do with design and emissions. For example, 2 stroke lawn equipment is restricted in CA and, I believe, need catalytic converters to burn off waste products.
