In a retail store, do both supply lines under a wall mounted sink in the restroom need to be insulated in order to be California ADA compliant? Or, Is it only the hot water supply line?

The intent of the code is to provide safe access for the use of the lavatory by those with disabilities. Insulating the hot water pipe will prevent a burn upon contact, however, the insulation will also prevent contact with potentially sharp, abrasive surfaces. All piping, within the contact area under an ADA compliant lavatory, must be insulated.

ADA requires to wrap Hot and Cold water supplies, valves, as well as drain and trap for exactly the same reason as stated in Mike45plus's post. They sell pre-made "Handi-Wrap" sleeves that fit exactly the shape of undersink plumbing

To complicate this a little more, some states even require that the drain pipe gets offset to the rear of the sink and then insulated. As this is retail space, you may not need to offset the drain, but it is easier to ask a local inspector now then have to rip out the drain and repipe and re-insulate later on, right?
