It's 10 degrees outside and our water will barely come out of the faucet. It comes out but not a lot. We have been having problems with our well pump but how can I tell if our pipes are frozen or if it is our well pump?

Do you have a tank, with the well pump, is the tank up to full pressure? At the well, is there an outlet, is there water there?
Where and what type of well, if outside, is well equipment in heated room?
Try letting the water run for a while. It may be that the pipe leading to the house is partially frozen but not completely so. Running water might melt the ice and open the pipe. And yes, check your tank pressure for sure. If your pump is in a building above ground, then put a little heater in with it, at least for the short term.
Everything could be frozen and you have to check and apply heat where necessary.
