There can be a wide range of what is normal for an hcg level. Some women will experience a slower or faster rise than others. What is or isn't seen on an early ultrasound gives you a better determination for dating the pregnancy.

If you are thinking about 8 weeks, is that counting from your last period? If so, ultrasound would likely put you a bit earlier. It very well could be just several days too early to pick up the heartbeat. Do you have another ultrasound scheduled for in a week or two? That will tell you much more.
