    Bubbling toilet and low water
    I've noticed over the past couple weeks when I raise the lid on my basement toilet bowl that the water in the bowl is extremely low. Today when I when the washer was draining I heard bubbling coming out of the same toilet. I then poured a bucket of water down the sink next to the toilet and that also caused bubbles to come up in the toilet bowl. Is there a simple answer or could the drain line to the street be partially clogged and cause this to happen, or a issue with the vent line through the roof?

    Yes, symptoms indicate a partial blockage downstream of the toilet.

    Pull toilet and snake the line.
