The county just replaced water meters on a rental , Triplex , never notified that water would be shut off . Tenets complaining of excessive pressure , now I have internal plumbing problems on 2 out of three units.

You need to have someone test the psi. Tenant says excessive pressure but that could also mean just increased volume. If the psi is over 45 you could install a pressure reducing valve right after your main shut off valve. https://www.youtube.com/watch?v=miVxO0wZGCE
