If the CEL comes on and goes off after 2 seconds, when the ignition switch is turned to ON (Position II), then the problem is with the distributor. Make sure you only install a genuine Honda distributor housing, where it's fine to use an aftermarket Ignition Control Module (ICM) and coil to keep the cost down. Aftermarket distributor housings make good boat anchors--the manufacturers are usually not able to get the internal sensors (TDC, CYL, and CKP) to work properly. Hence, no spark. The problem may be that you did not install a new ICM. Be sure to coat the back of the new ICM with silicone heat transfer compound; otherwise, it won't last long.
