    Water in rural water meter
We have noticed water covering the top of our meter (the top of the meter is 2 feet deep) when we have not had any recent rains. My husband opened took the top off today and it was full of water. He bailed it out and it filled up within an hour. Within the last 3 to for the district installed a new meter.

Today we got a bill for $289 when our bill is usually less than $100.

If there is a leak at the meter whose responsibility is it?

Hi gena and welcome, for the leak to show up on your bill it must be on your side of the meter and in most, if not all cases, would be your reponsibility so check with your water company. My water company has an adjustment for leaks that can really help with the big bill. Good luck
