I had my twins six weeks ago. My normal post-pregnancy bleeding stopped about a week and a half ago, but today I noticed that I am bleeding again but heavier LOT heavier it's bright red and I have clots. Not sure if it's left over from having the babies or anything else ? Is this something I should be concerned about? Should I call my doctor?

It could be your period resuming. Many women will find that the first one or two can be heavier than usual. If you find that it continues longer than you would expect for a regular period, or if you are needing to change pads hourly, give your doctor a call. You can certainly give them a call if it would give you some peace of mind as well.
