I assume you are referring to the "conditional resident" status?

If so, where you live is not relevant to the approval or denial; however, if you are in low income housing because you are below the HHS poverty guidelines, then you may not qualify for the I-864 affidavit of support. You may need to find a "joint sponsor" that does qualify and will sign another I-864.

Please consult with an experienced immigration attorney as there are other ways for you to qualify even with an income that does not meet the I-864P requirements.
