I was a green card holder but lost the status as I lived out of USA for more than 10 years due family reasons. Can my brother file a petition again for me?

He should be able to submit a new petition, expect it to take time... your green card was canceled for non-use in effect... its not the same as being here illegally that would cause you a problem with a 10 year ban.
