Maytag Neptune electric dryer MDE 5500 AYW. Plug it in it lights up, shut the door it goes blank, and will give a small shock when touched. Tested thermal fuses and door switch, all are good. Could my terminal block be cracked?

Yes, something is shorting power to ground. You best unplug it and go through it with a meter until you find the wire that is touching ground. Take the meter leads with meter set to "ohm" and touch each lead to hot and ground on cord and when you find the one that you get a reading on trace that line until you find the grounded hot wire. You should be able to find it in a few minutes with a meter, and you will know from the meter if you have the right one. You can tear it completely down and clean it at the same time. You can also have a broken element wire touching ground.
