Please I am a Ghanaian residence in Mali and I need a Passport. Can I apply andreceive it in Mali? If yes , what the procedures?

For what? A new Ghanian Passport? YOu would do that at the Embassy or Consulate. You aren't a citizen of Mali so you can't get one from them.
