Natural gas line coming out of my son's house, has been hooked up to a gas grill but not done professionally. It was connected using black electrical tape (tons of it) it has no cap on it, is this dangerous?

As John has stated, yes, this could be very hazardous, for sure, but why would a gas line need to be capped if it is hooked up to a gas grill??
Installing gas to a gas grill requires a gas permit, proper installation and inspection by a local plumbing/gas inspector for good reason. If there were to be a fire that damaged the home as a result of improper installation of gas to this grill with no permit there is a very good chance that the homeowner insurance company would NOT insure the damages/losses and that could be absolutely catastrophic!
