A loud buzzing noise in the basement, we shut the circuit breaker and it stopped. Seems to be coming from the oven fan/light appliance in the kitchen upstairs, not sure. Turned the circuit breaker back on and the fan/light and not buzzing anymore. Don't know why this happened.

Not clear on what you are saying. " noise in the basement" "coming from the oven fan" is your oven in the basement?
