Why doesn't only 1 shower have HOT water.

Because the hot side of the cartridge assembly is clogged. I would suggest removing the cartridge from the shower valve and cleaning or replacing it... should resolve the issue for you. While the cartridge is out, be sure to turn the water on to purge/clear the water lines and valve body of any sediment/debris... ;)
