I own a house that was built in 2006 and am working on finishing the basement. It has a roughed out bathroom with a toilet drain and I thought a shower drain but I can't seem to find it. There was a small hole about 3"x3" in the concrete I thought it was in. I've dug down about a foot and about that much around. Directly on the right of the hole is about 4" of cement, same story towards the back framed wall. I have attached a picture to help show it better.

How about to the left, toward the toilet?

The center of the toilet drain is approx 54" from the right wall. I can stick an 8.5" screwdriver in the hole all of the way left towards the toilet drain so there doesn't appear to be a wall there. Not sure if I just need to keep working that way or how deep I should even expect it to be I guess.

Tub is probably set up to drain to toilet bend. I would work that way.

I ended up getting another wall. It all looks like it had the cardboard around it. Not sure If I should break through the thicker concrete or just keep digging around (deeper) in the area with the thin concrete.

Keep digging deeper in the area with the thin cement... you should find a pipe in there somewhere. If you do not find a pipe, then you need to open that hole up a little larger toward the 2" PVC pipe and cut in a 2" sanitary tee fitting and add a ptrap for the new shower. Do not cut into the washing machine drain...cut into the 2" vent that reduces to 1.5"...it is there as the shower vent (just need to add the trap if it isn't already there).

Where is the sink drain fir this bathroom?

The sink drain is capped off to the left about a foot off the ground (not pictured). I'll just keep digging, I'm about a foot down already though. I did get over to the 2" vent line yesterday night. In the picture below you can see it right where there is an elbow going away from the picture towards the main sewer line. You are saying I may just need to tap into that to add the shower drain?

Yes, you can cut into that vent pipe and run a Ptrap over to the shower drain if you can't find the pipe/trap in ground.
