    I have a tory lawn mower the pull rope came out I removed all parts when I go to rewind the spring I turn the spool counter clock wise all I hear is click and there's no tension can spring be broken,

    Most likely it has come loose fro its anchor point.

    Hi,
    Most of the current Briggs starters for thos model engines come with the pulley and spring as an assembly. The spring is already inserted into the pulley, requires careful removal of the tape that secures them together for shipment/handling and then is put in place.
    Provide engine model and type; I will link a parts breakdown and a part number.
