Carrier furnace clicks and blower trying to run with thermostat off or disconnected.

My older Carrier furnace (58PAV111-20) has a clicking on the control board and the blower starts and stops repeatedly, with the thermostat in the OFF position, or disconnected completely. Bad control board?
