What should be done now ?

I am totally confused regarding zakhat. I will explain you with an example if the person have say RS.30000 which is above nisab level (I:e; 585 grms of silver =rs.26000). But this money is not passed it's one year and also the fraction of amount from this say rs.20000 have passed it's one year duration but here it is not above the nisab level. What should be done now ? And I don't know but I have heard and saw some where else that zakhat can be given even on rs.1000.please clearify this as soon as possible.
