17.5 hp mower, every time I disengage the blade it won't stop turn right away, it takes a few minutes then it turns off,, what is the problem

There is dirt/corrosion preventing the engagement arm from moving freely. There is a spindle brake also associated with this system which is not disengaging for the same reason. Generally disassembly and cleaning/lubing is called for in this case.
