Looks like you are trying to find an excuse to throw out if you get caught on a test. (as if they will even care because they have heard them all)

If you are under a court order to avoid alcohol... and have randon tests as a result... the source of the alcohol doesn't matter, drinking a shot of whiskey or a bottle of vanilla extract. Alcohol is alcohol... and if you read the fine print... you are required to avoid all forms of it. There are alcohol free formulations out there of almost everything so there are no excuses.

Soap and Water. Read up on proper hand washing as there is a way to wash them effectively.
Bleach and water solution can be used as a sanitizer
There are non alcoholic hand sanitizers out there.

Talk to your boss to come up with a way you can work around this. When I did my food safety course hand washing was included and I was told that soap and water is just as effective (for cooking) when done properly compared to hand sanitizer.
I would suggest being honest with whoever you report to and explain that you just found this out. You may get a pass this once and this once only. Before you use anything read labels and become aware of what is in everything. It is your responsibility
