No, it doesn't. In fact, usually the LL would sign when the tenant paid.
If you want more info, we need the state, how long you've been there, and the type of lease you have.
Today is the 8th - was there a problem paying the rent (if you are the tenant).
A pay or quit notice doesn't have to be any set form. It must simply include the date, the amount owed and the due date.
There would be no requirement, that it be signed, only that it is in writing and given to you
