    2-way switches
I have just replaced some g9 lamps with led g9s. These are on 2-way switches 1 downstairs and 1 upstairs. When switching on and off these lights if both switches are not in the down position the lamps glow even though they are switched off. If I switch on downstairs and off upstairs they glow dimly if I then switch on downstairs again and switch off upstairs they go off completely, if I switch on and off with the same switch they go off. Both switches have to in the down position by that I mean the normally on position for a single pole switch. I am getting a 12v reading on my meter on L2 within the switch downstairs when these are glowing but zero when they are completely off. Can anyone advise is it faulty switches or faulty wiring the house is only 7 years old.

It matters very much as different countries have different codes, systems and wiring practices.
