Does anyone make a service disconnect for 200 amps with double lugs, so you can feed two sub panels from the same main box?

Not that I know of, however there is a 300 amp meter base that allows for the connection of two panelboards.

You can use a 200a feed-thru meter-main. This is one enclosure with a meter, main breaker and usually 6-8 additional breaker spaces, and 200A feed-thru lugs out the bottom.
