I assume you are talking about hot water heater...
Usually, if there is no spark that means the ignator wire is interrupted. Inspect the wire and make sure it is not twisted or broken off. Feel the wire through the isolating material to make sure it is not broken off inside.
Also, make sure the tip of the ignitor is close to the burner. In additon, check the point of connection to the thermostatic valve. Sometimes it happens the point of connection is corroded and as consequence, doesn't make positive contact. In this case, just clean the point of connection with steel wool , fine sand paper or sending cloth - and reinstall.
Static light ( flashing green "dot" on thermostatic valve indicating pilot is ON ) will light up only if the pilot is ON. So the light is more-like ok, as it is not flashing because the pilot is not lit
If nothing helps, I suggest you either call customer service for that particular water heater for advice. If under warranty, they may send you replacement ignitor free of charge.
