When I go to push the forward on my mower it will not move but if I lift the rear end off the ground then push the pedal it turns both wheels no problem any ideals

Have a flat tire, fixed it and lost/misplaced the key? Look at the axle inside the wheel with on the ground; if axle spins and wheel sits still, key is missing.
