I did home care for disabled vet, he got paid, but didn't pay me. This is wages for a year, totalling $14,440.00 I have a signed contract with him, and the paperwork that was turned into the government, stating my wages, that I worked. I'm in the state of CA. what can I do to get my money?

Sue him. You have a signed contract as long as you can prove you performed the services, he owes you the money.

Whether you can collect is another matter. But why did you wait so long? If he didn't pay you for a couple of weeks I would have stopped working .

Also, send a letter to the VA advising them that they appear to have paid him for services rendered by you and that you have not been paid. They probably aren't liable to you, but may want to go after him for it.
