My hvac return air not sucking but the motor comes on and everything else appears to be working fine.

Has the filter ever been replaced or cleaned?

Are you sure the fan shaft is connected to the cage? I have seen them stripped?Collapsed return? Blocked filter? Not much else can limit airflow.

Is cold air coming out of the a/c vents?
