I have central air,and the unit seems cold,but the blower motor seems to be running slow.I pulled the panel off where the blower is and the capacitor on the side of the motor is rusty. Could a bad capacitor cause the motor to run slow?

You don't clean a capacitor, you replace it. Maybe you were thinking about a condenser unit?
