The only things that I can remember about the book is that it maybe Earth in the future and females are tested at about 12 for fertility and are tattooed and given enhancements if they are and then forced into marriage when they are older. The girl manages to escape and is raised by a man who teaches her to steal from the alien government. She is captured by the two new commanders of an outpost who marry her without knowing that she has been stealing from their post. I think that they called her thief Ghost.
