I had a total right hip replacement 3 weeks ago. The past couple of days my foot has been swollen. The backside of my leg is very tender to touch from my thigh to my mid calf. My foot is swollen and tingling. Is this normal for 3 weeks out of surgery ?

You need to consult with your doctor. My friend who had one. But it may be different procedures. Says he did not have any of that.
