    Yes. All receptacles serving counter areas must be GFI protected.

    Just to be a tad more specific, it is required that there be a minimum of two 20 amp. Branch circuits to serve countertop receptacles and the receptacles must be GFCI protected.

    The protection can be either by a GFCI circuit breaker or by GFCI receptacles protecting downstream receptacles. Or individual GFCI receptacles.
