My older dyt 4000 craftsman has a vacuum line from carburator to motor I have a vacuum line on oil filler tube does fuel pump vent go to oil fill vent ?

Yes, it works by accessing the vacuum created during part of the engine's cycles which occurs there as well as the crankcase proper.
