Can the alternator cover nuts/bolts break via oxidation? The technician said they were frozen due to oxidation?

Most likely they would only shear off, if badly corroded, upon alternator disassembly. If I encountered such a situation, I would spray with Kroil first and then proceed. Other than that, I don't believe they would break.
