    Is it hooked up correctly? Is the battery charged? Is it the right starter? Why did you replace it?

    If you know the battery is good and the battery terminals and cable connections are clean, replace the Starter Relay (4-prong connector) and your problem should be solved. It's likely located in the under hood fuse/relay box. You can perform an ignition by-pass test, where you run a 12 AWG wire from the positive battery terminal to the "S" terminal on the starter solenoid. If the engine cranks, the starter motor and battery are fine. If nothing happens, the problem resides with the ignition switch, neutral safety switch, or starter relay. Usually, the starter relay is the culprit, which is preventing power from the battery getting to the starter solenoid.

    See if there is another relay, with the same Toyota Part No., in the under hood fuse/relay box. If there is, substitute it for the current starter relay and try starting the engine--if it starts, you know you've solved the problem.

    I think you should check the connections again as the chances might be that the connections at the starter are corroded. It could be a low battery if you hear a low whining.
